Appeals Court Denies Quinn's Prison Closure Request
Gov. Pat Quinn's plan to close some of the state's prisons to save money won't be happening--at least not now. A state appeals court denied Quinn's request. He wanted to dissolve a restraining order preventing him from closing prisons in Tamms and Dwight, as well as some halfway houses and juvenile detention centers.
The appellate court made the ruling Wednesday and made the state workers' union, AFSCME, aware on Friday.
The restraining order was issued after AFSCME filed grievances claiming the state was required to bargain over the impact of the closures. An arbitrator later ruled in the state's favor, but the union believes the arbitrator's reason for doing so was wrong.
